Because they make 200 dollars per console sale and the average PC user would rather pirate than spend 80 dollars on their toddlerslop with PS3 graphics that never goes on sale
also last time I checked steam had 140 million monthly active users, not a billion

You can bet your ass they would use their own PC store with their own proprietary DRM on top of Denuvo. It would never get cracked. Japs don't fuck around when it comes to PC game protection if they actually give a fuck, that shit would be more protected than Fort Knox.
