My original thinking is that the scene was originally intended to throw some levity into the otherwise serious ending of Chapter 4 because Toby has the Joss Whedon disease where he can only let a serious scene go for so long before the urge to throw in goofy shit becomes too overwhelming. He knows people keep expecting Sans to end up having some pivotal role in all of this and I think he was just trying to subvert that a little here. I wouldn't be surprised if the idea of the audience having their own interpretation of a work is foreign to him. He comes off as pretty fucking autistic in a lot of his official communication and I think autismos probably have trouble understanding "death of the author".
