They gave Cyberpunk a perfect 10 because it's actually a good game. Pretty sure there's nothing local about CDPR in Japan. This was at a time when everyone was freaking out over PS4 performance, they played on PC and called it a masterpiece. They are just objective, and far less in bed with publishers and devs than Western reviewers who just gaff Western devs off at every turn. Japanese and Asian games in general have to be so much vastly better than similar Western games to be awarded perfect or even high scores. Hell they also rated Shadow of the Erdtree 8/10 because they viewed it as flawed DLC and found the idea of nominating it for GotY laughable.
Also in general the Japanese do not find E33 interesting and simply refer to it as "Nantoka 33", basically "Something or other 33".
