I got picrel aeons ago for like $30, looks crisp as fuck on my CRT monitor. Also looks good enough on my regular monitor, VGA-HDMI adapter was like $3. Keep buying (((Retro)))tinks like a good consumer.

The box is just a sync converter, plus it provides some voltage level on one of the pins to tell the TV it should display the RGB input (SCART has composite and S-video on the same connector too, so this is required or you may get a black screen). This setup outputs proper 15kHz 240p/480i, it can even do those weird 55Hz or whatever the fuck modes that some arcade games use.

That's also why CRTs flicker while LCD and OLED normally don't. I say normally because there are strobing implementations for LCDs and OLED screens too, those also flicker but have much reduced motion blur, nearly CRT level.
