Those 8K Razer dongles are start of the art equipment. As to why this is the case, it could be many things, but I suspect it could have something to do with them using better switches on their wireless mice, but I'm not sure about this. But that doesn't have anything to do with connection, that's hardware.
From a connection viewpoint, it could have something to do with a wired USB connection, especially with a demanding 8K polling rate, having inconsistencies with the USB controller on the motherboard. There are also different system settings in Windows, power management plans etc. that could be interfering with the wired connection. With those 8K Razer wireless dongles, Razer controls more of that connection pipeline and can bypass most of the things I mentioned with the wired connection. With other words, better optimization.
Choosing between both a >quality< wireless and wired mouse should NEVER come down to latency. This is an issue of the past.
