You also don't see it happen, it's off screen so Dutch shooting that girl seems a little less real since you have to imagine it, and it seemingly doesn't seem like something he did because he doesn't act like a guy who would do that (at least for the time being). Also, real world feelings on things come into play where murder isn't seen as the worst possible thing to do. Now if they said Dutch raped a girl, then people would NOT have gotten attached to him whatsoever
The gang (and the community) is willing to try and brush it to the side as just a fuck up because they're attached to Dutch in some way or form, and experience the moments in the game that trys to show you Dutch "Ain't really that bad, look at how cool he is and how he's havin' fun with the Gang n shit!"
