Consider the following:

Having been in Pierre's position IRL (running a small brick and mortar having to deal with a larger chain entering the picture and taking customers, not the cuck shit kek), Joja is not the problem. The villagers are the problem.
In real life, small town businesses need the support of the community to survive, which the community is very well aware of. This comes with certain limitations - a small business like Pierre's will not always have everything a customer is looking for, simply because he cannot afford to stock anything and everything in his store like a big retailer like Joja. In addition, to keep the lights on, he needs to charge more because he is not getting corporate support, which is a huge blow against him. In an ideal community-retailer relationship, these faults are balanced by the sense of inclusion in the community, as well as being able to work with the retailer to do things that are thematically and holistically appropriate (such as having said retailer cater a town event) that a large chain like Joja might not be able to do. However, such events are few and far between, and in reality customers are very self-serving (annoyingly, but understandably). So if presented with a store that has higher prices and lower stock, and a chain with lower prices and higher stock, they will naturally gravitate towards the chain for the sake of their own wants. Usually they justify this by finding fault and blowing it out of proportion ("I want to support Pierre, but a couple weeks ago I bought some strawberries that got moldy within a couple days, and I just don't want to throw my money away!"), often combining this with small-town gossip and straight up lies from the bitchier residents, all to paint the person running the small business as a bad person they shouldn't support. The fact that Pierre can actually win in the end is the most unrealistic thing about Stardew Valley.

But you are correct that technically, a community doesn't "owe" its small businesses anything. However, many times the residents of small towns say that they want to support their local business, but in practice do not, and place the blame on the owner's shoulders for things that they could not control.
