Most of the moisture problems with basements have more so to do with the grading of the land and the soil type, gutters/drainage too. Moisture is never a problem in a proper basement because concrete is already more or less a hard sponge, it's moist because it's working to wick that water away from the inside and down to the drains. When it becomes a problem is when you insulate it too much and that moisture isn't allowed to dry proper or gets trapped between layers.

It aint like your average 28 year old is even close to being able to go buy a home so for like 20k or so(in my state) you can get a pretty nice 500+ sq ft pad. Obviously plumbing will set you back a pretty penny as well along with the ever increasing prices of roofs but if you swung it at mom and dads you still get the comfort of that setup and if you inherit the house it wont be a total money dump. Also insurance will cover it but man are they some major fuckwads now.
