Why are incompetent game developers allowed to work in new prestigous positions at other studios after being associated with bad game releases time after time?

Like 343Industries new PR manager being the former PR manager for Concord, EA hiring ex-ubisoft employees.

Why even put effort if there's no consequence.

Because HR departments only care about networking, not about achievements. If you've failed 10 times in prestigious positions and are well liked by fellow elites, you're never out of a job. If you are a competent worker who understands your product and how best to make it but have no connections, then enjoy being fired, replaced by a pajeet, and perpetually unemployed.
