The way people interact with the "meta" really is the bell curve meme.
Midwits think they are so good for being able to follow a build order and guide, meanwhile the pros are exploiting game mechanics to create new metas while the dumbasses are throwing shit at the wall and sometimes that shit does become the meta.
An example of this is stupid herald rank shit sometimes wraps around to being immortal level plays in DOTA 2, they just lack execution.

it's a conflict of interests, in a team game you're responsible to your team to pull your weight,
if you're not playing optimally you're committing a sin against the tem

so, ideally, people would be tolerant of functioning offmeta builds outside of tournaments

Matchmaking/Quick play is shit.
The only way to do multiplayer is with a server browser, mod support, a well-documented map editor and the ability to accommodate drop-in/drop-out gameplay. Matchmaking places you with people who hate you and the system inherently can't value your time. It doesn't even find proper matches, because it inherently has no way to track the most vital statistics that contribute to winning the game.

Almost all the people complaining about that shit are sub-80 IQ and can't imagine a conditional hypothetical where my off-meta synergizes with out team composition and the fact that we're not playing competitive slop. Nothing kills your desire to play compslop faster than everyone shitting on you for playing the exact same shit that they will be playing once it sees esports play.

This is possible with a server browser and consistent players. Join a server where people will accept you playing in a way that lets you have fun.
This also avoids sapping your will to live, because you don't have to spend the entire lobby period trying to convince your teammates not to skip queue or intentionally fuck up the game.

The devs were even more retarded. The devs were nerfing weapons because a bug was letting people 1shot bile titans. The railgun got nerfed like 3 times and the lightning gun got its range obliterated for the same reason despite both being mediocre at best. Those fuckers couldn't admit that their game was filled with spaghetti code that barely worked.
