Melee combat is about timing and positioning based on distance. It works because in order to throw a swing and have it hit, you have to be in a position where a swing thrown at you will also hit. You are forced to expose yourself to risk in exchange for reward, and the skill is in managing when you make yourself vulnerable in exchange for a shot at dealing damage.
With a projectile (a fast projectile anyway) it's fundamentally different, because it's about angle and positioning relative to the environment. It's not about "if you are close enough to hit him, he's close enough to hit you, so you have to time it right", it's about "if you have line of sight on him, he has line of sight on you, so you have to obtain awareness first".
You can't force one to fit the other. If every time I press a melee attack button, a bullet comes out, there's no reason for me to ever put myself in harms' way. I can stand way the fuck back and swing at nothing and out come the bullets.
Webm related is the only game about gunkata that anyone gives a shit about, and the most fun and engaging way to play it is to basically just ignore the gunkata because the gunkata trivializes it.
