Its theoretically possible, depending on size.
Bigger the circumference of the cylinder the less magic materials you have to come up with to keep it from flying apart, because you don't need it to rotate as fast to maintain 1g simulated gravity. I'm just an amateur but I'm sure someone out there knows the formula.

We're fairly certain whatever process made the first DNA, whether it was random chance or a number of theories involving some proto chemical process (like clay or crystals), it was still a long shot to produce DNA. So DNA had a lot of time to refine, and likely competed with itself for a long time before even becoming single celled organisms.

Whose to say what humanity could accomplish in 200, 500, or 1000 years? The citadel in ME is specifically a relic from ancient beings with far more advanced technology than what was available to to any of the known civilizations. In the short term it'd be more feasible to hollow out an asteroid trapped in a planet or moon's orbit. Mass Effect had tons of space stations built into asteroids like omega that were made with mostly 2300's tier technology.

I wouldn't call the Citadel in any way original.
Its just a big ONeil cylinder. Its only original because its the first time you were exposed to the idea.
But the answer to why devs don't have original ideas is because devs aren't fans anymore. Check out interviews for actually somewhat original games, like Alpha Centauri or Marathon or even Half Life. Those devs were pulling ideas from a wealth of different books and stories. They were creative because they were exposed to hundreds of different science fiction ideas and crafted something they though was cool from a combination of everything.
Even if you have someone like that on your team, the likelihood their ideas are going to shine through after 3 layers of management and 2 of executive and publisher meddling is basically zero.
