The fact that Yuki, Kirara and especially Uta and Mio aren't playable characters if probably the result of a lack of budget, like other games developed by Gust, Blue Reflection: Second Light is a low budget game, it's not something published by Square Enix or Nintendo...it's worth mentioning that even in the context of the game the fact that Yuki, Kirara, Mio and Uta can't transform isn't really explained or justified, they, like the other characters, are explicitly described as ''reflectors'' in the game.
