If they were making a good game, they wouldn't be spending dev time making full evolution sliders. It's just more feasible to target one or at most two levels of mofumofu than to provide a full range

The number of playable characters shouldn't matter, more important would be building the world around the feature.
Like, it'd be weird if the witch was a 3 when everyone else were 4s, so they'd either all need some representation among the game's NPCs, or some explanation for why the witch was special.
The forms would also have to somehow affect the gameplay and enough to make trying each out worth it.

So it's certainly possible but probably more work than it's worth given how niche it would be.

I would see it as there are different communities and quests you could encounter based on the places you go and what form you're in. You could only go to an all bunny city as form 1, but if you go there and accept a quest, you can recruit a bunny warrior to your party.
