Inevitably what will happen is you'll have been running around for 2 hours since the last save and need to cross that courtyard and these fucks will have respawned and will fuck up your day. and make you reload 90 mins of sidequesting.

If you explore a little and find pretty much any decent weapon then they aren't a problem. Even just some pistols are good enough. They can't drive for shit and will get stuck if you stand near anything solid. Once that happens you can safely shoot them to death or even just walk up and start hitting them.
