It's kind of interesting how no developer has been able to make a good Superman game. It's like a puzzle that can't be solved.

they should just make it a survival horror game and have a invincible enemy like mr X in RE2. either you are actually the baddie and have to try and accomplish your goal around superman who is trying to stop you OR it is actually a red sun (or whichever bizarro/evil alternate version of him there is) game and you are trying to hide from him.

Just make it a puzzle game of sorts. The objective is to figure out where and when everything is going down, and the goal is to stop the bad guy while also rescuing hostages and minimizing damage. You can't just make an action game cause superman just wins

Superman is not mechanically interesting for a video game. He flies effortlessly with no drawbacks, is immune to bullets and is able to beat regular humans with no effort. You can come up with stronger enemies but the. You just have a generic beam em up.

Superman started as a pretty basic power fantasy during the great depression. It was kept relevant by adaptations, children's animated shows and the occasional good comic. I would recommend to watch one of the Fleischer shorts and read For The Man Who Has Everything.

To do justice to his movement while still having areas that challenge it, you'd have to give him to an autistic speedgame developer.
To do justice to the scale of damage he and the threats he should be fighting can cause, you'd have to give him to an enormous AAA studio.

Give him a "civilians killed" counter, where the point is to stop bad guys while minimizing collateral damage.

Has there ever been a game with some fun flying mechanic? That's honestly the only sticking point to a typical open world superhero game I could think of. Spidey's webslinging is fun, Arkham games' hookshot+glide is fun.
I saw some video where they added Superman to Fortnite and even then the flying just looked boring. Go up, aim where you want to go, press forward.

The Superman game should be an Injustice-style game where every major hero/villain gets mind controlled or something and Superman has to take them out while protecting the city. It should be somewhat of a boss rush with a cool soundtrack and fun fighting, like Furi. QTE's to save civilians, rating at the end of each boss fight goes from D to S based on how much of the city you protect.

Just make it about stopping the bad guys before they do damages to people/city, without yourself causing collateral damage.

Or make it like the One Punch Man fighting game: when the guy enter the scene it's game over, and instead the game is about *everyone else* either trying to stall for time or to finish their bad deed before he arrive.
