Remember it was originally designed as a PS3 exclusive (the 360 deal happened late development) and had the be designed around it's shit bluray drive read speed. They couldn't add multiple cities or other complex landmarks because there's no way the drive could stream them in if you were using a fast vehicle; and it still had loading problems anyway.

I never understood why they didn't just put some mountains or terrain you can't get past instead of surrounding these games by water. It always ruined my imerssion and its what makes GTA open worlds one of the worst in the industry in my opinion. They're so fucking small and disconnected. Skyrim's country never had you feel like you were in a single isolated place. The adventure took place in just Skyrim but nothing broke your imerssion that you weren't in the wider continent of Tamriel.

If they do this again for GTA6 I'm not even gonna try the game.

there's so much focus on Los Santos that everything outside of the city gets forgotten about. there's one mission in Paleto Bay, about three in Sandy Shores, and that's it.
beyond that, the entire eastern shore of the map is functionally inaccessible and not used for anything, and the mountains are so large that you can't actually do anything there because the steepness makes them too hard to climb.
there's also really not that much to do in the city outside of structured story missions.
