It's because her IP is complicated due to her originating from a shitpost in 2ch. Crypton handles her commercially as a contract work, but they don't actually own her.
Her IP is owned by a group called TwinDrill founded by the shitposters who made Teto, and I don't think they are big enough to dabble in multimedia business like Cryptonn.
