Anyway I really like this design. Dragonite needed something more than being fat Moomin and angelic hermes wings fits that need. Doesn't he evolve into Draognite like super late though? When are you supposed to use this, for the post-game?

If Dragonair can already fly with nothing but its head wings, I don't see the problem.

It's not a normal evolution, it's a mega evolution, an inbattle powerup you can activate for one pokemon per fight.
