No, blue dragon was absolutely fucking terrible even with akira, having a popular artist doesn't instantly make a game good.
Another example is ni no kuni, it is shovelware and not even Ghibli can save it.
IF the artist is your strong point for selling this game, then it means that everything else about is garbage.
