I trained an entire tram because as a kid in thought the games were harder than they actually are. I thought type advantage was significantly more important than levels and just using the right move. I always wanted good coverage, though I leaned into Special type over Physical (not really understanding the difference at the time). Stuff like Fire beats Grass was more intuitive than Flying beats Fighting.

Charmeleon learns it at lv 33.
You would have to skip fighting her and level up a lot to learn that and outspeed Starmie, and then you have to rely on Misty's 'Smart AI' to use Water Gun and not Bubblebeam.

Not possible to get to Surge without fighting Misty, unless there's a glitch I don't know about.
Either way, play the game. Fight all the trainers with just your starter. 30 is easy. I usually have a Wartortle (with 3 other pokemon) at this point, and he's usually around level 25 so he learns bite for Misty.

i've tried to nuzlocke heart gold 3 times this week and i completely wiped to whitney's miltank all 3 times. i got such unreasonably bad luck in all 3 attempts that i feel like the game is trying to ward me off playing it this way.

first time she just kept using stomp and flinching, literally nothing i could do while she flinched geodude like 8 times in a row.

second attempt went much the same. this time i had an ace up my sleeve in bringing ghastly, only to discover she has an ability that lets her hit ghost types.

the last attempt was a total piss take, i managed to get miltank paralyzed with a smoke screen up and tried headbutt flinching and she STILL managed to get through more than 50% of the time and actually fucking pp stalled half my team with milk drink. i got so unluckly that the fact geodude instantly got burnt by clefairy's metronome'd sacred fire doesn't feel worth mentioning

i know i can get heracross by manipulating headbutt trees but that doesn't seem in the spirit of things, i think i will abandon this venture for now

I played through Red powerleving my Charizard and taking a bunch of filler mons in my other slots I never bothered training, proceeded to get filtered at the E4 by Lorelei, had my sister delete my save data, did it all over again and got filtered the exact same way, had her delete it a second time, but then third time was the charm where I thought "maybe I should actually pay attention to other pokemon" and then I started winning way easier. Nuzlocke forces you to play safer but also appreciate the limited tools at your disposal and look at Mon in new ways - it’s a good format because the base games reward just picking the strongest option and then steam rolling a puzzle made for 8 year olds. When I got my first ever game (sapphire, not just first pokemon but first vidya ever) as a kid I ended up grinding my Treecko into Grovyle in the starting area because I thought I had to physically let time pass for the guy blocking the path out to move. Turns out it was tied to beating May, who I as a kid thought would be extremely strong for whatever reason. So when I faced a lvl 5 torchic with my lvl 18 Grovyle I realized my mistake.

I then made it all the way to Steven on the back of my largely solitary lvl 100 Sceptile (everyone else was just untrained filler) at which point my pp ran out and I had to power through his Aggron with struggle and an entire game's worth of HP healing items. That was a trip.
