When Bhelen's "crimes" are exposed, the most that happens is that Harrowmount gives you a more sympathetic response and a better shield. It's part of their culture and government. This is also why you're able to work so well with Bhelen, including getting your name cleared and legitimizing yourself and your heir, because their system cuts both ways.
