Because people buy them. People like Nadeshot are such clowns. They complain about CoD not fixing the core issues it has for years yet they buy every single clown skin they shit out.
Wacky shit draws attention to the game far more than a normal update would. Call of Duty adding more normal war stuff doesn't make headlines, while being able to play as Beavis and Butthead does.
