The "rules" are vague as fuck, the Cenobites mostly act on their own discretion. They can take multiple people nearby when the box is opened who didn't even touch it. If your neighbour opened the box they might bust in and drag your ass with them because they feel like having an extra soul that day.

I'm glad Barker is getting some love, but an FPS is such the wrong pick for a Hellraiser game, it's not an action franchise especially 1 &2.
Now if the game was set in the entirety of Cenobite rampage during Hell on Earth I could get behind an FPS game shooting CDs at people
If the player character doesn't become a Cenobite and the games isn't a metaphor for video game addiction it's a failure

If you're looking at the first movie or the short story, no, they're thought to be otherworldly beings privy to carnal knowledge our basic forms could not perceive. The sequels establish that they are former human beings who (mostly) lived depraved lives, most taking the long route to be Cenobites while others are instantly promoted because the Big Kahuna of Cenobites personally favors them ('last girl' in the sequels I forget the name of, the doctor.)

BHVR had gotten it from the film studio, but the entirety of Hell Raiser rights were recently reclaimed by Barker himself prior to this game's dev cycle. They'll likely just need to rework them or ask Barker for it. It's just a question on if BHVR will go full retard or one of the parties will go full Jew.
