I don't think Shima expected Build King to be serialized, much less shilled as a pedigree manga, so he had to scramble to hash out the rough draft into a somewhat-finalized product, and had to continue to refine it as he went, with Shuiesha's executioner breathing down his neck. Like, a color power system is fine in theory, but WSJ is a B&W magazine. It's not gonna translate to weekly readers.
This is aside from the series not going into the fine details of construction, which was one of the cool parts of Toriko, getting to see creatures in their natural environments, what was needed to hunt them, the preparation to turn them into ingredients and cook them, and the taste and texture from eating them. Build King just doesn't have that kind of interesting stuff to hook you into it. It needed more time in the oven.
