I find very weitd that they decided to change his design just when they brought back King K Rool. It just doesnt fit to have this mentally challenged monkey fighting K Rool, it look so out of place.

They were thinking Rare's design was too "problematic" with Loli Pauline riding on his back. They intentionally made DK a goofy bastard so his dynamic with Pauline wouldn't be seen as "creepy" by certain people.
I think you all know exactly what I mean here, so I won't say much more. I myself would have preferred Rare DK, but too bad the modern era can't handle him.
