It isnt. Every object in the distance has to rotate according to the angle youre looking at it, so thats its always flat. They all think in two years time you'll be able to make your own Daggerfall with an infinitely deep lore, NPC interactions and endless engaging content. Pixel shaders are trivial to implement, parallax is also easy, and you can slice/layer the images dynamically if needed. It's a lot of work in general, but given the tools we have today I'm sure one dedicated autist could do it in a reasonable amount of time.
