THE REAL DRIVING SIMULATOR™ was the biggest racing game ever. Nothing compared to it. Even people who didn't play racing games, played it.
It was SONY biggest game of the year so they pushed it to the moon. It was hard to RR and Namco make an impact but hey, RR4 sold well and made a fandom, so here we are.
