I prefer the Yes Man ending where I blow up the Securitron army, join the Brotherhood, and destroy every other faction in the game for the glory of the Chapter so that we might civilize this shitty hell-hole and finally harness the power of the sun.

My last character really couldn't get over the fact he got shot in the head and became an angry little bastard who hated New Vegas afterwards and was impressed by Vulpes' display and wanted to have the whole region suffer the same fate as Nipton. Enslaved, crucified, raped, whatever. Didn't care for the ideology of the Legion, he was just that bitter and really enjoyed having Benny crucified. The run before that I made the courier a high LCK, heavy drinking, and PTSD riddled merc and former slave who got along well with Boone and decided to throw his hat in with the NCR for that reason, and then went to great lengths to make sure the NCR wasn't a shitshow when it took over Vegas.

If you manage to get the Platinum chip while still in Vegas it's very easy to role-play that. You tracked down Benny got back the Chip, deliver it to House, job complete. When House asks you if you want to keep working for him just say "I appreciate the offer but no thank you sir. I'm just a simple courier". This way it makes perfect sense for you to walk away without any of the factions waiting on you to complete a quest. And thanks to how the next few quests work it leaves you able to still come back and choose any of the 4 main routes if you change your mind and decide you do want to do the main quest. My personal "canon" route is to do this, and then when the Courier eventual gets caught up in the DLC plot he realizes he can't avoid his destiny as the one who decides the fate of the Mojave and comes back to finish off the main quest.

NCR's corruption and incompetence was already a thing on FO2.
The Vice-President was already corrupt, their rangers unable to deal with slave pens right outside their capital gate, making deals with crime lords, using thugs to pressure other towns to join them, declaring themselves the rightful owners of areas like vault 15 and trying to force it's current inhabitants away.
iirc all pro-NCR endings only happen if the player avoid doing a town's sidequest or help criminals like Bishop.

Doomed to win is spot on. The NCRs decline might be slow and gradual, but it is inevitable and a bloody nose in the mojave is the best chance they have of reversing it, though i will concede that it is not guaranteed to do so.
You also have to bear in mind that this ceasars plan, he is the NCRs prodigal son and some might say he is the ultimate NCR loyalist.

The NCR in 2 were just one faction among many, they could become a powerful nation that expands their influence depending on your choices, but it was New Vegas that made them the über powerful super faction. NV has them reach and annex places that they couldn't in their epilogues in 2, such as Modoc.
