There's a 120fps demo in Welcome Tour. It quizzes you on what the current framerate is. You can see the difference between 120fps and 60fps and lower, but yes it does smear at 60fps.

Because it's effectively not one yet. It's capable of it but as far as I'm aware not a single game actually runs at it. Nintendo used Mario Wonder during the Switch 2 reveal stream to explain the difference between 60hz and 120hz but then they haven't released an update for it to actually allow us to play it at that framerate.
