She's already been convicted and sentenced, there is no discussion outside of her lawyer about a pardon. What the DoJ said is that they won't throw more charges at her if she admits to more crimes while testifying. This is an extremely common thing in prosecution, especially when prosecutors have a weak case for one person and stronger but not perfect case for another, they charge both with the minor offenses but tell the weaker defendant "we'll agree not to charge you with this serious crime if you help our case against the other guy"
