It's not even a matter of might makes right. There's loads of questlines and factions with little combat where they're effectively just asking the player permission to succeed. You show up and they tell you they're doomed without your assistance and you choose to set them right or not.
The world itself is already yours to command, every other choice is also but that abdicating the reins of power. All endings are yes man endings, basically. You just become a yes man for someone else.

If you chose the legion then the courier gets a coin made with their face on it. So the courier is clearly valuable in the end should you side with them. Legion is my second option after wild card
