Because from Tifa's POV, he knew things he shouldn't realistically know (because Tifa didn't know he was the grunt soldier present at Nibelheim). Cloud's accurate retelling of events at Kalm made her doubt her own memories.

Cuz the story was written as they went, and Zack was written like 80% through the game by Nojima, just months away from it being Gold. The way she's initially written is that she and Cloud come from the same town, suffer a bad fate at the hands of Shinra and Sephiroth so they have a common goal. She's a bar owner, and eco-terrorist and has a lot of agency.

As written, the promise at the well would be brought up once, and just is relevant to the first part. The genius part is that by creating Zack, they have it so that the promise at the well is THE most important event in the game and the entire plot comes full circle.

The downside is that Tifa goes from someone with agency to someone who ONLY cares about Cloud, and has subsequently built her entire life around Cloud. Bombing mission against Shinra? Only done to keep Cloud around and see what's wrong with him.

She becomes Cloud's mommy, fulfilling her Misato role in the story.

Also note that Cloud not once ever mentions any other merc jobs. It's just the Shinra mansion incident in Nibelheim... bam Midgar. There's a huge gap in his own internal narrative.

She was struggling to get into his pants already with the Aerith rivality going on, if she did go full "you're lying" knowing Cloud persona at that time, he would go away, and she wanted to keep him close.

Tifa is extremely codependent and was scared that letting Cloud know would tear them apart. Plus she has reason to doubt her own memories of the incident, since she herself has no idea how she got to Midgar following getting slashed by Sephiroth, and can't explain how Cloud knows so much about it if he wasn't there considering how thoroughly it was covered up. It makes perfect sense why she wouldn't challenge him unless she had no choice (like when Sephiroth started rubbing it in their faces).

He might not have been the real Cloud. He could have been a Shinra plant to infiltrate Avalanche. He blows up one reactor and he might be allowed to see the higher ups.

Tifa knows (partly) what Cloud has gone through and she has her own trauma. She's not going to ostracize or antagonize Cloud without reason, she's not like that to anyone. Plus on face value the story Cloud tells plus his change of appearance and gain of strength it doesn't really seem that far fetched that maybe it was her or both their memories are fucked from the incident. It's only much later that she pieces it all together, the same time as Cloud.

That was actually a plot twist they were thinking of, but they went with the Zack thing instead. One idea is that the real Cloud died fighting Sephiroth, and Seph's soul split into two. The one you fight and then the other one, which was shaped by memories into being "Cloud".

You may notice there's some overlap and similarities with Tidus and Zanarckland, where he turns out to not be "real". I think they loved this twist or something?

That doesn't make much sense because Jenova steals the appearances and memories of the dead to trick the living. It'd make more sense that they both died and were able to "will" themselves back to life because of the Jenova cells they were injected with. Dying gave Cloud literal brain damage. Jenova cells "repair" the damaged parts with whatever memories they could use IE Zack's.

Also think of Terra and Lingering Will. Terra broke free from the darkness and xehanort and Lingering Will kept itself thru shear will power.
