It could be on purpose, but due to the advanced nature of the graphics, it makes her look fake. The pumped lighting is also killing her facial features overall as it kills the skin texture, making her skin look completely flawless and awkward on a model that's trying to be realistic.
Its weird to see in a Silent Hill game because outside of SH1/2, Silent Hill usually had some pretty impressive graphical capabilities for its time.
