Fates/Awakening are a bit different since they expect you to be using pair-up extensively so the fatigue of moving a bunch of units every turn isn't as bad as other games to begin with. They can afford to go up to 18 by Endgame since that's only 9 in other FEs. Hell, with how many kids Fates throws at you, they could go up to 24 for all I care.

I think the high teens is the sweetspot as far as mid-lategame deployment slots are concerned.

The outlier is Lysithea here, really, with her stupidly cheap B rank Faith Warp. Hapi takes a long time and a lot of opportunity cost to get to A Faith any time soon on Maddening. Lysithea is also crowding in on Linhardt's niche, he's supposed to be a pure utility mage but Lysithea can get Warp faster than him. And you're underestimating Manuela. What makes her different is that she's a cheap and easy way to get a Warper, starting at B Faith. If you recruit her early (personally I'd go for the 16 MAG recruit at C11) then you can get her to Warp without lecturing and you can use her in 11 deployment maps (a few Paralogues) as a Warper for cheap. She's got a niche here. Marianne is a lot less interesting of a unit, that I agree with.

Flayn has cheap Rescue so that's nice but no Physic really does fuck her over. Mercedes is in a similar boat to Marianne, they don't have anything interesting going on. A couple new or different spells could give either of them a niche.

I was thinking if there was a good way to implement strong S-rank weapons in games with no durability and I thought what if you borrowed from the Emblem system? So you would assign the weapons before the battle and charge them up during the fight to power them up, similar to the Rings. I think it would be a good way to implement Engage gameplay in a more grounded setting without weapons as strong as the Emblem Rings.

I realized what I just said. Flying mage aside, you were still meant to teach her darting blow or make her spam frozen lance. Still she gets overshadowed by Marianne in those regards who learns frozen lance far earlier and is far faster than Flayn. But once dark flier got added things only got worse for her because now Marianne got one of the classes she desperately needed, but now Coco exists.

If Houses does get a switch 2 version. Please for the love of god rebalance the classes and give swords an actual endgame class.

As a Sword enjoyer in Three Houses, I have to admit it feels extremely bad to have to train Axes or Lances anyway to certify for other classes. It's practically designed for every physical unit to need Axes which pushes you into Wyvern. I still think the Sword classes aren't awful but the problem is why would I use them when I had to do all the work to be a Wyvern which is a better class anyway? God I fucking hate Wyverns in Three Houses.

The decent progression for Paladin is Bow Knight if you want to commit to that. It takes a fuckload of skills at A/A/C Bow/Riding/Lances so you probably want to be on a horse to get some Riding rank for free, for someone like Leonie. You have to spend a lot of time out of a horse class to get Hit +20 and Death Blow but every bit helps.
