Bloodlines came out like a year after Rondo and the worldbuilding doc for that wrote in that the Belmonts disappeared in the 19th century. Then when they started thinking about doing an Alucard game, the idea of fighting "the last Belmont" came up.

Another idea I had, and this is also from the setting of Bloodlines, is that it was supposed to be Quincy Morris who defeated Dracula, but it was actually Alucard who defeated him. I had even thought how this would work with the ending visuals.
They did leave it open for Belmonts to come back later, though. The same interview suggests one would fight Dracula in 1999, meaning that 1999 as a game idea probably predates 1999 as backstory.
I hope we get the Bloodletting someday. Feels kind of weird that Simon and Christopher have two canon games but not Richter.
