The hype for this server is insane for how just "okay" it is
I played beta test 3 and all the custom quests are very similar to turtle and others. probably overall less custom quests and new hubs than turtle and lacks any new leveling zones so everyone goes to STV as usual. Most of the time it feels vanilla until about level 40ish when you get some tbc/wrath capstone talents.
Deadmines is improved but the rest of the dungeons feel vanilla besides higher numbers and more downtime.

So basically you create and customize your own hero with a Primary and a Secondary Power set. You can give it different colors and animations and stuff to fit whatever character you make.

In the game you go to Contacts which will give you missions and then after that you'll to Paper/Radio missions to gain new contacts. You'll do Trials and stuff too. Nothing gets outleveled on that server and if you're too high of a level it auto scales you down, or scales you up if your friends are higher level.

It's neat.
