The problem wasn't magic drugs, the problem was the system was inherently unstable and, moreso than the 'parasites' systems, poised to be taken advantage of by people like Fontaine, who show up everywhere. Rapture only fell as quickly as it did because everyone got hooked on gene-splicing heroin, but It would have fallen regardless without. The civil war would have happened in thirty years and not ten.

and I should also add that the reason Rapture is inherently unstable is because it's simultaneously a system that can only exist as long as people stick to 'the rules.' (Compete fairly. Don't smuggle shit up from the surface. Don't repeat the 'mistakes' of the parasites here in Rapture, ect) but, simultaneously, has as dogma, a Darwinian survival of the fittest, 'Oh, if you got fucked over or lost your fortune then that just means you weren't good enough' mentality that encourages people to be ruthless and break the rules. Organized crime is everywhere, but a system like Rapture is essentially a dinner bell for mobsters to come and take it over. This isn't helped by people like Lamb exposing the flaws and cracks in Rapture's ideology, and, rather than compromise, Ryan did what 'the parasites' on the surface do and throws her into a secret police prison complex he built to get rid of dissidents.
