Oh I remember that from Goldeneye. They have NPCs who are set to be cloned once alerted, thus they spawn in more enemies, and if killed they stop the ability for spawning. It's a way to handle infinite guards with some limitations.

Here they likely set off the alert while doing the take down, and it infinitely created more enemies.

The first game was tone deaf in story telling and design. I don't know why they green lighted this project in the first place.
