Regular 3060 is better than ti and half the cards newer than it as it has 12GB. Still the best option unless something changes with AI breaking the monopoly.

Case is something that should last basically forever.
Power supply can last 10+ years.
Most of the rest will still last potentially forever since games have stagnated completely. Just get a decent size SSD and have an external HD for everything not programs.
You should have something you are specifically buying it for, like Elden Ring. Next worthwhile game would be Skyrim 2 but odds are very high that is going to be shit anyway.

All the social media they use is on their phones, they prefer to browse the web on their phones, they do all their communications on their phone, the vast majority of people do not create any content and if they do guess what... on their phone. If they need a computer for school they'll get their parents to buy them a macbook or something. If they need a computer for work their job will provide some shitty refurbished laptop.

There's no downside to getting them below MSRP, but they run pretty hot since they draw a lot of power, so get an AIO or a premium aircooler. Something like a Phantom Spirit with Noctua Fans if you want to go air cooler. To give you an example: my 5600x aircooled by a Peerless Assassin 120, with a case that has 5 fans, 3 intake, 2 outtake, Phanteks P500a mesh case, with good proper airflow, averages at around 38-40c on idle.

A 9800x3d would need an AIO to reach similar numbers in a case of a similar construction and more fans than that.
Modern Intel CPU's are dogshit, don't even think about them anymore.

budget would be 1300 - 1700 or so. I use a 1080 at 144hz but plan on also getting a monitor as well. Undecided on if I'm going 1440 or 4k I need to try out and see if it matters much to me. A high refresh rate is the most important to me, though.

I know my specs are somewhat similar to a base ps5 and theoretically should be able to get through this gen at least running games. But MHWilds and BF6 labs testing were rough. I'd also like to run GTA6 decently when that eventually comes to PC.

If you want to do 1440p@144hz, or something like 4k@60 or 120hz, then the majority of your budget should be going to a "mid-range" GPU with at least 16GB of VRAM. Unless you want to buy used RTX 4000 series cards, your options for new are basically the 5070ti or 9070xt because anything less isn't going to be good enough for 1440p 144hz new AAA slop and the next step up of a 5080 is basically your entire budget by itself. Assuming you can get a 5070ti or 9070XT for around $750 after tax, you could pair that with a 9800X3D for around $480ish after tax.

Pair with basically any X670 or X870 motherboard, 2 x 16GB DDR5 6000 CL30 RAM, a cheap case, any decent 700W+ PSU, and a decent chink CPU AIO like thermalright and you're looking at the upper end of that $1700 budget but it would be a quality gaming rig for high refresh 1440p or dipping your toes into 4k gaming.

Unfortunately, budget PC gaming, particularly GPUs, are a fucking disaster these days so most of the $300-400 cards are woefully inadequate unless you want to stick to 1080p.

You can build one for about 1200 or less with an RX 7800 XT, 32 gigs of RAM and a Ryzen 9 5950 X and run games perfectly fine in 1440[p with >60 FPS
