If you want to do 1440p@144hz, or something like 4k@60 or 120hz, then the majority of your budget should be going to a "mid-range" GPU with at least 16GB of VRAM. Unless you want to buy used RTX 4000 series cards, your options for new are basically the 5070ti or 9070xt because anything less isn't going to be good enough for 1440p 144hz new AAA slop and the next step up of a 5080 is basically your entire budget by itself. Assuming you can get a 5070ti or 9070XT for around $750 after tax, you could pair that with a 9800X3D for around $480ish after tax.
Pair with basically any X670 or X870 motherboard, 2 x 16GB DDR5 6000 CL30 RAM, a cheap case, any decent 700W+ PSU, and a decent chink CPU AIO like thermalright and you're looking at the upper end of that $1700 budget but it would be a quality gaming rig for high refresh 1440p or dipping your toes into 4k gaming.
Unfortunately, budget PC gaming, particularly GPUs, are a fucking disaster these days so most of the $300-400 cards are woefully inadequate unless you want to stick to 1080p.
