That's wrong. You choose a character and then an outfit for that character. AFAIK characters are faction and class specific. Outfits are split into legs, torso, helmet, and I think gloves.
Customization was disabled during the reveal event but it is part of the full game. Shit, some of the preorder/special edition bonuses are character cosmetics.
