Yes, but the key point is that Garou was diverted to that route because being a true villain was a lot easier than becoming a true hero. When Saitama got dogpiled on, it rolled off on him because he simply wanted to be a hero. Things didn't need to be fair for him, he didn't need to be liked, and he didn't need any meaningful rewards. Garou got dogpiled on and it diverted the course of his life and warped his ideals. Being a hero was too hard, so he became an foe to create and support the existence of heroes.
