Prey has the better gameplay, Bioshock is better in story and setting.

Prey is very dry in its storytelling, and didn't hook me into playing it to the end. Bioshock tells a trashy and corny tale, with its mad doctors and its Twilight Zone twist, but I did keep going back to complete it three times, so I suppose it was doing something right.

Bioshock doesn't even deserve the "shock" part of it's name, it is linear and fucking retarded that forces you to go one direction and pick up various plasmids before you can progress
Prey doesn't require you to have anything, its flaws lie in the lack of enemy variety and semi-linear area progression which by the time the place fully opens up you're already overpowered and the rest of the game is more of a slog
Prey outstrips Bioshock in world design and immersion too, even shit like the GLOO gun feels like something that was used regularly in the station meanwhile Bioshock just makes no fucking sense most of the time

It's not linear at all, it's semi-linear with large and open-ended maps.

Prey 100%, way more variety in how to approach problems, and the simulation side of things with that big monster showing upmixes up the gameplay a bit to keep things fresh. Also it's visually superior in a technical sense (I'd give artstyle to Bioshock though). Bioshock has just aged too much for it to come out on top.

In theory, yeah, but in practice you're going to focus two or three skillls and just use those all the time. There's no incentive to get creative if you can shotgun most monsters and it's going to be your quickest move.

Its ultimately a question: do you lean more into story or into game design.

Both games have fun gameplay and decent stories, but Bioshock does the presentation, story & character and art side better whereas Prey does the game design (gameplay,leveldesign) better.
