Androids 17 and 18 aren't really androids or robotic in any capacity. Dr. Gero basically just took two humans and rebuilt them on a genetic, molecular level. They're almost entirely organic. The only mechanical thing about them is their infinite ki generators. "Android" is a mistranslation. "Artificial Human" is what they're called in Japanese

first, you're thinking the other way around. A Cyborg would be a human with cybernetic augmentations, and an Android is a purely mechanical person.
second, that's some outside source retconning, and I partially blame DBZA for popularizing it as canon.
They're only ever referred to as Artificial people in the japanese manga and anime.

This is mainly headcanon but I think 17 and 18 were essentially genetically engineered. They're like clones... of themselves. Just enhanced in every way. So biologically they're actually pretty normal. The only example I can think of are the Custodes from Warhammer 40k
