Not a myth, soviet conscripts were treated this way and the casualties weren't good. That said, actual army units were properly equipped, trained and deployed, there simply wasn't enough to go around for all of them, and Stalin didn't care because he was psychotic. All in all, Russians have never particularly had a high respect for life, human wave tactics are something they've always been doing no matter the ideology they lived under.
