RE5, you can see Sheva's panties when she's wearing either the clubbing or tribal outfits (easier to see in the model viewer). They're a gold/yellow color
RE6, in Jake chapter 3 while you're playing as Sherry with the patient gown, she is wearing plain white panties. Super easy, you can even see them from the side since the gown has an opening there
RE6 again, Deborah, Helena's sister moments before her boss fight when you're carrying her. I don't remember the color, but I think they were white. Very easy to see if your partner is doing the carrying
RE6 once again, the hostages being taken by the enemies in chapter 1 Chris campaign, some of them wear dresses and have panties that can be briefly seen as they're being carried away
RE7 Eveline. Can't see these under normal circumstances so you need free cam, but Eveline wears white spats (not panties technically)
RE8, the dimitrescu sisters. Cannot be seen in-game, requires models to be taken out of the game. In-game, the hip area is invisible (probably to prevent collision issues with their dress), but taking the model out of the game and removing the dress lets you see a panty outline through their tights.
Also several Jill pantyshots in Apocalypse movie, she wears black
