No amount of emailing and harassing their customer service will. The content people want back is just too objectionable.
The only thing you can do (at least in the U.S.) is trying to get politicians to back bills that prevent these companies from blocking access to people because of their opinions (some Repubs actually do their jobs drafting these things). Anything else is a waste of time.

steam could cook the books slightly to insulate the sale of games with content at risk of being delisted.
for instance, weed is legal in DC, but selling weed is not. so to get around this, you buy a worthless trinket for $60 bucks and get a coupon for "free" weed that you pick up around the corner. the law is followed (not in spirit but technically to the letter), and is effectively bypassed

That's exactly what DLSite was doing with their points system and it still wasn't enough for the plastic card companies. They ended up having to geoblock everything the cards found objectionable. Make no mistake, they are going out of their way to impose themselves on things they don't like.

I don't know if this is possible, but imagine if these stores start restricting the sale of certain games to certain cards.
The company that agreed to sell adult-themed games would have a big advantage, because nothing prevents them from also accepting normal games.
So basically every user of Steam or any video game store would benefit from switching to these companies' credit cards.
The only downside to this is that you wouldn't be able to buy certain games because of your card, even though they are available in the store.

VISA and Mastercard are going about this in a way that makes that virtually impossible; they demand the complete removal of the offending games or content from the store they do business with, or they will terminate service. It is not enough for them to just not use them to buy the content that offends them, they want it gone completely. There's also the matter that most payment networks across the west and especially in America are totally reliant on them.
