Eh, I dunno. The version of Alpha 3 I was exposed to when I first got into the game and the version that I came to know is as Alpha 3 Upper. That's the most nostalgic form for me.

Alpha 3 MAX was cool but wasn't what I was looking for (I was in college by the time it was a thing).

Besides TECHNICALLY you could argue that Alpha 3 Upper keeps the "arcade authenticity" of the collection (even though CvS2 has its EO tweaks but whatever).

theres no way capcom has kept the source code to the game, so reallistically theres no way to port them, and if they did that, why not just port MAX clean?

yes, they are doing that, and by 'that', they mean 'backporting them from the psp version to the arcade since they werent in there in the first place'. which is impossible since no japanese company has ever kept the source code of their games, hence why these collections are hacked roms in emulators.

The version of A3U in CFC2 is a completely new build of the game that's derived from the NAOMI release (because that release never got translated to English).

So by adding the MAX characters I assume they're actually integrating them with snippets of the PSP code rather than just porting that over straight.
