Let's be real. That shithole of yours ain't goin' to go full 1984 all at once. It's going to let the big names like Steam and maybe EPIC in then censor them so they can make their own Steam. The ROM hosting sites are what's on the chopping block. You should aim to archive as many ROMs and ISOs as you can.
And Romhacking sites have to be preserved in your land as well, since they encourage piracy. Also you're going to need an emulator or flash cart to play them on but I think I don't need to say that.
