It depends how divorced the gameplay is from the writing. If the writing and gameplay was made in two seperate offices, it might have okay gameplay. I say okay. I say this because with the way modern companies work, it would be genuinely surprising if they can get away with doing anything controversial or edgy which is what the series is known for.
The gameplay might be bad either way, if Red Dead Redemption's trajectory is any indication of how the gameplay will be, it will be less gamey and more simulation. If you like that, you're in for a treat but for me, I prefer a video game to have all the corny video game elements associated with the medium, especially an open world sandbox like GTA. I want high scores for running over old ladies. With GTA I've found it's leaned to hard into being lifelike, with each game suffering in the gameplay department for the sake of realism. After GTA IV was such a downgrade from San Andreas, other game series started doing San Andreas better, but GTA is still the most popular.
I have no faith that GTA 6 won't be RDR2 but Florida. That is to say, clunky, boring and preachy, but with photo-realistic graphics.
Tldr; I am not keen for GTA 6 and I doubt it will surprise me.
